In November 2006, Professor Steve Sheppard traveled to western China to discuss tariffs and trade law under the World Trade Organization at one of the largest law schools in the world -- Southwest University of Political Science and Law.
The university (SWUPL) is located in Chongqing, China and has more than 1,000 faculty members and more than 20,000 law students, including more than 1,000 doctoral students.
Sheppard shared information on trade law, including international laws regulating tariffs, dumping and currencies during the International Conference on WTO Dislocations and Solutions, with professors from Europe, Japan and China. The University of Arkansas School of Law's professor explained to colleagues at the Chinese university his perspective of the American approach to trade law and changes by the WTO.
In addition, Sheppard published a paper in English and Chinese entitled "Tempering Steel: The Effectiveness of Politically Targeted Countermeasures and the US Steel Tariff of 2002," which examines President Bush's illegal increase of steel tariffs, the complaints that resulted from China and the European Union and how the WTO reacted to the incident.
