Staff Attorney

Organization Location: Office of the Chief Counsel, Litigation & General Legal Services Division.
Sample of Duties: The incumbent of this position serves as Staff Attorney in the Office of the Chief Counsel, Litigation Division. The Litigation Division is responsible for the examination, review, and settlement of administrative claims submitted under the Federal Tort Claims Act (FTCA), arising out of FAA activities; for the performance of the legal functions relating to the investigation of aircraft accidents in which the actions of FAA employees may be an issue; and for the preparation of litigation reports for the Department of Justice in connection with cases filed in federal court. In addition, the incumbent represents the agency at hearings and proceeding and performs other varied legal duties.
Qualifications: Minimum qualifications - FG/GS-11 Attorney: JD Degree from an accredited law school, be admitted to practice before the bar of any U.S. jurisdiction, and be an active member of that bar.
FG/GS-12 Attorney: JD Degree from an accredited law school, be admitted to practice before the bar of any U.S. jurisdiction, and be an active member of that bar. At least one full year of specialized experience in the work performed at the next lower grade level for this series.
Specialized experience would include: a. Applies relevant experience and legal knowledge to assignments that have relatively simple legal questions or factual situations and clearly applicable precedents. b. Performs basic legal research and drafting assignments under the guidance and close direction of a higher level attorney. c. Experience with and demonstrated skill in the application of relatively clear and specific legal principles, precedents, and ruling. d. Basic skill in case management.
The following may substitute for specialized experience at the next lower level: a. An L.L.M. degree in a related practice area. b. Minimum of two years attorney experience in a law firm, corporate legal office, non-profit legal office, non-federal governmental legal office or similar entity.
Recent Law School Graduates: Recent graduates that plan to take the bar within the current year may be considered for a FG/GS-11 law clerk position and may transition into an attorney position after being admitted to practice before the bar of any U.S. jurisdiction or the District of Columbia. Aviation experience, particularly as a pilot or in aviation tort law is highly desirable, but not required.

Requirement probationary period: Unless previously completed, the person selected for this position must satisfactorily complete a 1-year probationary period.

Law and Policy Coordinator - Job Announcement
The Missouri Coalition for the Environment seeks a Law and Policy Coordinator ("LPC"). Outstanding candidates will have a passion for a clean environment and an understanding of the legal structures that support and encourage environmental stewardship. The chief responsibility of the LPC is working with Coalition staff to build and implement an effective strategy for achieving the Coalition's issue and policy goals, with a marked emphasis on the Coalition's clean water program. The specific project areas of the LPC include:
Legal: The LPC is responsible for identifying and investigating situations that may require legal intervention at the administrative or judicial level. In this capacity, the LPC strategically develop legal campaigns to advance environmental protection. The LPC also serves as legal counsel to the organization and will consult with the Board of Directors and staff as needed. The LPC also supervises legal interns working on MCE projects.
Advocacy, Regulation & Enforcement: The LPC works with Coalition staff to insure that the Coalition is represented at and participates in relevant monitoring and oversight committees at the state and federal level (e.g. the Clean Water Commission, stakeholder work groups, etc.). The LPC will work with Coalition staff to develop and manage an agency enforcement oversight program to insure that appropriate state agencies are enforcing existing state and federal environmental protection laws. The LPC will oversee tracking, monitoring and timely review and response to agency public comment notices.
Legislative: The LPC works with Coalition staff and consultants to follow the progress of bills affecting the environment. The LPC may help research and draft legislation which furthers Coalition policy initiatives. The LPC will be available to attend committee hearings, prepare briefings, and give testimony as requested by the Executive Director.
Education: The LPC works with Coalition staff, the Board of Directors, and the Policy Committee to identify and research issues of environmental concern, and to develop and propose Coalition positions on issues. The LPC, individually and with the aforementioned entities, develops issue and position papers and information publications for distribution to the membership and the general public. At the direction of the Executive Director, the LPC may also write op-ed pieces, letters to the editor, and news releases. The LPC may also appear at radio or television events or otherwise act as a media contact, as directed by the Executive Director.
Other Responsibilities: The LPC is expected to take a leadership role in developing relationships and alliances with other organizations, agencies and constituencies - and key staff members or leaders of such groups - whose activities and interests are pertinent to the Coalition's policy priorities. The LPC works with and serves as a technical resource for the Volunteer/Membership Coordinator on the development and execution of issue advocacy campaigns. The LPC is also a technical staff resource for members and coordinates that work with Coalition staff. The LPC supports Coalition fundraising through a cooperative effort with the Executive Director to identify and develop grant proposals, collaborating on the development of fundraising and membership letters, preparing updates for major donors, and participating in major donor solicitation and other fundraising/outreach events.
Work Environment: The Coalition office is located on the second floor of a building in the University City Loop - two and one half blocks from the Metrolink station and near public transportation.
Skills & Experience: Applicants must be a member of the Missouri Bar, and have experience with administrative law, civil litigation, and environmental law. The preferred candidate will have familiarity with the Clean Water Act, experience working in collaborative efforts with teams of legal and technical experts, and excellent communication skills.
Compensation: The salary range is $35,000-$49,000 depending on the person's qualifications and experience. The Coalition offers a flexible work environment with benefits.

The Director manages the Center's budget, develops the annual teaching schedule and supervises the Academic Program Coordinator, the Mediation Coordinator, the ADR Externship Coordinator, the Negotiation & Mediation Team Coach, and student assistants employed in the Center's office. The Director assists the Negotiation & Mediation Team prepare for competitions and may travel with the Team.
The Director develops conferences, symposia, speakers programs, and for-profiting training. The Director works with local government and non-profit organizations to promote the use of alternative dispute resolution and promote clinical and extern placements for advanced students. The Director participates in local and national dispute resolution organizations.
The Director works in coordination with the Center's Faculty Chair and other ADR faculty, and reports to the Academic Dean.
Salary Range: $110,000 - $135,000 annually, commensurate with experience. Excellent fringe benefit package.
Position Requirements: Education and Experience: Law Degree, graduate teaching experience, substantial practical ADR experience in arbitration, mediation, facilitation, ADR training and/or ADR systems design, and significant organizational leadership experience.
