Professor Chris Kelley teaches in the areas of government regulation of agriculture, agricultural environmental law, and international agricultural trade and resources policy with the LL.M. Program in Agricultural Law. In the J.D. program, he has taught administrative law, remedies, natural resources law, debtor-creditor law, and professional responsibility.
During fall 2005, he taught as a Fulbright Scholar at the Kharkiv National Agrarian University and the Kharkiv National University of Internal Affairs in Kharkiv, Ukraine. He continues to lecture in Ukraine. He has also arranged for lectures in Kharkiv by other law professors, including Professor Don Judges of the School of Law. Professors Kelley and Judges are coordinating a project with the School of Law and the Kharkiv National University of Internal Affairs to develop interactive, audio-video distance learning between the two campuses and promote rule of law education and research. Professor Kelley is Of Counsel to the Inyurpolis law firm in Kharkiv.
Before joining the University of Arkansas School of Law faculty in 1998, Professor Kelley practiced law in both the public and private sectors, including with Arent Fox in Washington, D.C., and Lindquist & Vennum PLLP in Minneapolis. He began his legal career in the Solicitor General's Office of the Minnesota Attorney General. He has also been a public defender, a legal services attorney, and staff counsel to the American Civil Liberties Union of Mississippi.
Professor Kelley has taught at the William Mitchell College of Law, University of North Dakota School of Law, University of South Dakota School of Law, and Drake University School of Law Summer Agricultural Law Institute. He earned his bachelor's from Louisiana State University; his J.D., with honors, from Howard University School of Law; and his LL.M. in Agricultural Law from the University of Arkansas. He is admitted to practice in Arkansas, Georgia, Minnesota, North Dakota, and the District of Columbia.
